I know that this can work…especially for people who have run out of time to complete their hours requirements before license renewal. I’ve been considering creating a make-up certification this way, but supporting it with required tests & video submittals demonstrating the skills requisite to the subject at hand.

I agree that hand-on cosmetology training is critical when it comes to keeping you up to date on new techniques. However, the states that mandate CE hours for cosmetologists generally have certain class requirements that can easily be learned from the comfort of your own home. For example, the Texas Cosmetology Commission requires 2 hours of Rules & Law. I would much rather take this sort of class at home at my leisure rather than sitting in a classroom.
